Realistic efforts to include affected populations including sex
workers are critical to combat the spread of HIV.
Unfortunately, in some places and agencies, this approach is
being abandoned in favor of judgemental and moralistic
approaches, the same types of law-and-order efforts to contain
HIV that contributed to the growth of the epidemic. Funding streams and funding restrictions continue to
promote stigma and discrimination against sex workers. US
funding restrictions applied to anti-trafficking and HIVprevention
monies have cowed many service providers and
implementing agencies.
Effective HIV-prevention efforts require genuine participation
of marginalised groups, including sex workers of all genders.
Sex workers hope that future HIV-prevention funding will
not further exclude the most vulnerable populations. Sex
workers are part of the solution!
