The Department of Infrastructure, Planning and Natural Resources (DIPNA) has asked Hurstville Council whether it would consider permitting brothels as a home activity.
Hurstville Mayor Joanne Morris has slammed the idea as "crazy and inappropriate" and said the Council would oppose any such suggestion.
DIPNA posed the question in its response to Hurstville Council’s draft amendment to its Local Environmental Plan restricting brothels to light industrial zones.
The council remains firmly opposed to brothels in residential and business zones.
"The council is very concerned that DIPNA has promoted the use of brothels as a home activity," Hurstville Mayor Joanne Morris said.
"Promotion of this view means that brothels could be set up within any domestic residence across our city."
"This is something that council and residents are strongly opposed to."
Cr Morris reassured residents it would never happen.
Georges River MP Kevin Greene said there was no way the Hurstville community would want brothels in residential areas.
"The bureaucrat who wrote the letter should consider whether he wants a brothel as a next door neighbour," Mr Greene said.
The April 27 council meeting was expected to reconfirm its opposition that brothels be prohibited as a home activity.
Under the council’s draft LEP, brothels must not be located within 100 metres of land zoned residential, schools, churches or hospitals.
They must also not be within 200 metres of another brothel.
The council was required to show DIPNA the draft amended LEP before putting it on public exhibition.
While DIPNA generally supported the draft LEP, it requested two pieces of information: demonstration that the proposed buffer controls were viable; and whether the council would consider allowing brothels as a home activity.
The draft LEP was expected to go on public exhibition immediately after the council meeting.
