Laws that ban the cluster of small brothels in the city would be wound back under a plan by the City of Sydney Council that allows the businesses to operate in the same area. The proposed rules would exempt brothels with no more than two working rooms from laws designed to keep brothels at least 75 metres apart. The guidelines have been on public exhibition since October and will go to a council committee meeting on Monday for initial approval.
